Psychic, a little late, or just forget something?

Note the dates the road will be closed. Here's the problem, I took the photo on the 11th of April.
Some possible explanations that come to mind are that:

• This is a super early heads up for 2109
  (psychic city planning)
• They are little late getting the sign up for 2009
• They forgot to pick the sign up
